The Union was told that the action was part of effort to have judicial support for the White Paper.
Justice Umar Bobboi, had made a report after a committee he chaired investigated the administration of Governor Murtala Nyako for financial misappropriation and misconduct for advice before the state executive council takes decision.

‘’The State Executive Council at the meeting also ordered the full investigations into the activities of the Millennium Development Goals (MDGs) from it inception to date in the state.
“The five man panel of investigation is headed by Hon. Alpha Belel as the chairman.
